A pan-Arabic satellite channel has broadcast a tape by al-Qaida leader Osama bin Laden on one of its evening newscasts.
The tape deals with the September 11, 2001, attacks on the United States, the reasons for them and their consequences. Bin Laden addresses "the Americans" on the tape.
The Qatari-based channel did not say how it had received the tape nor how it had concluded that it was authentic.
The channel has previously broadcast audio and video tapes from members of al-Qaida.
Bin Laden accuses US President George W Bush of reacting slowly to the September 11 attacks, saying: ''I never thought that the supreme leader would leave 50,000 of his people in the two towers to face the terrifying events alone at the time they were in need for him.''
He refers to next week's US elections, telling Americans: "Your security is not in the hands of (Democratic candidate John) Kerry or Bush or al-Qaida. Your security is in your own hands ....''
He also accuses President Bush of "misleading'' the American people four years after the September 11 attacks.
Osama bin Laden, in the video broadcast on Al-Jazeera television, clearly claims responsibility for the attacks, saying "we decided to destroy towers in America.''
Osama bin Laden said the United States was attacked because "we are a free people ... and we want to regain the freedom of our nation.''early Wednesday evening.
